Transboundary fisheries management in the Amazon: assessing current policies for the management of the ornamental silver arawana (Osteoglossum bicirrhosum).

The management and governance of shared stocks have long been identified as a challenge to achieve long-term sustainability in fisheries. This is the situation of fisheries in the Amazon basin, a region shared by nine countries. This paper provides an overview of the social-ecological outcomes and management implications of sharing fish stocks among countries with different public policies, taking the valuable Amazonian ornamental silver arawana (Osteoglossum bicirrhosum) trade as a case study. Specifically, it (i) presents and discusses the policies of Colombia, Peru and Brazil for the silver arawana fishery, and how these are conducive for the successful management of this shared transboundary fishery; and (ii) analyzes the market for the ornamental silver arawana and how it affects the ability to sustainably manage the fishery. The interplay between the multiple environmental, economic and social dimensions involved in the ornamental silver arawana fishery affects the sustainability of this species even in Brazil, where this fishing is forbidden but still illegally caught by Colombians and Peruvians. Among the factors that make fisheries policies inefficient in this region are: (i) incongruent policies between the countries and institutions with low organizational capacity to accomplish the established policies; (ii) environmental heterogeneity of Amazonian aquatic systems, which requires local and adaptive measures; and (iii) complex socio-economic relationships in the live-fish trade business. Legally binding efforts to reduce problems derived from shared fish stocks are an urgent need and should be addressed by the multilateral organizations created for the Amazonian sustainable development.

Searching for market-based sustainability pathways: challenges and opportunities for seafood certification programs in Japan.

Over the past two decades, there has been a proliferation of consumer-facing, market-based initiatives for marine conservation—most notably in seafood eco-labels and sustainability certifications. Yet, despite the growing recognition of these initiatives by consumers and retailers in North America and Europe and the (subsequent) acceptance of their role in seafood distribution by fisheries and fish marketing industries around the world, seafood certification programs have thus far made little progress in Japan. Here, the evolution of the three seafood eco-label and certification programs in Japan is examined and insights into the ongoing challenges they face in terms of the domestic supply chain network, consumer preference and their social-cultural attitude toward sustainability are provided. Despite an initial lack of success, seafood certification programs in Japan can be useful in enhancing consumer awareness for fisheries resource conservation and identifying Japanese domestic small-scale fisheries that are already engaged in sustainable fishing practices. A possible pathway for developing an eco-certification program suitable for the Japanese seafood market is provided through integration of environmental and cultural sustainability under the existing certification framework.

Cumulative effects of environmental change on culturally significant ecosystems in the Inuvialuit Settlement Region.

The Inuvialuit Settlement Region (ISR) in the western Canadian Arctic is experiencing environmental changes that affect subsistence harvesting practices and are of concern to local communities. In order to assess the impacts of multiple disturbances on culturally important ecosystems in the ISR, we created a cumulative disturbance map that represents relative intensity of terrestrial disturbances across the study region. We then assessed the relative level of environmental disturbance in important harvesting areas and management zones. Subsequently, we modeled nine future disturbance scenarios that included combinations of increased human impacts and more frequent and widespread wildfires. Using the conservation planning software Marxan, we assessed the potential to conserve large, contiguous areas of unaffected harvesting lands across all scenarios. Our results show that important management zones, wildlife harvesting areas, and community planning zones are all affected by environmental disturbances. Marxan optimizations show that existing disturbance levels create thresholds for current conservation potential and indicate that future disturbances will further limit conservation potential. These results suggest that conservation planners in the region must take steps to anticipate more widespread natural and human-caused disturbance in the ISR and work to maintain large contiguous landscapes that can support wildlife harvesting in the face of ongoing environmental disturbance.

Overcoming principal-agent problems to improve cooperative governance of internationally shared fisheries.

Game Theory has been applied to fisheries for over 30 years. For internationally shared stocks, these applications have focused primarily on the need for cooperative management between fishing states to promote effective governance. Non-cooperation, however, has been the norm in shared stocks management, with the prisoner’s dilemma emerging time and again, resulting in over-capacity and overfishing. In this chapter, we describe the history of global fisheries as a prisoner’s dilemma, and review how cooperative Game Theory has been applied. We argue that the cooperative applications, however, are inadequate in fully elucidating how benefits from cooperation could be achieved, specifically by ignoring the problems of moral hazard and adverse selection. Both of these are related to information asymmetries and both challenge the governing authority and power of Regional Fisheries Management Organizations (RFMOs). Using the lens of principal–agent theory, we speculate on the potential for particular tools, such as catch shares, high seas closures, taxes and logbooks, to help strengthen RFMOs by overcoming these principal–agent problems. The case of tuna in the Western and Central Pacific Ocean (WCPO) is used to demonstrate the potential application of this approach.

Conservation social science: understanding and integrating human dimensions to improve conservation.

It has long been claimed that a better understanding of human or social dimensions of environmental issues will improve conservation. The social sciences are one important means through which researchers and practitioners can attain that better understanding. Yet, a lack of awareness of the scope and uncertainty about the purpose of the conservation social sciences impedes the conservation community’s effective engagement with the human dimensions. This paper examines the scope and purpose of eighteen subfields of classic, interdisciplinary and applied conservation social sciences and articulates ten distinct contributions that the social sciences can make to understanding and improving conservation. In brief, the conservation social sciences can be valuable to conservation for descriptive, diagnostic, disruptive, reflexive, generative, innovative, or instrumental reasons. This review and supporting materials provides a succinct yet comprehensive reference for conservation scientists and practitioners. We contend that the social sciences can help facilitate conservation policies, actions and outcomes that are more legitimate, salient, robust and effective.

A key objective of the OceanCanada partnership is to integrate knowledge across academics, community stakeholders, and organizations (private and public sectors) and offer a new avenue for data sharing, cross-fertilization of ideas, co-creation of knowledge, and collaborative building of research and governance capacity for the benefit of both current and future generations of Canadians. At our May 2016 conference, OceanCanada members devoted much time to devising plans to integrate the research of our existing Working Groups: Atlantic, Pacific, and Arctic (regional); and National Data and Integrated Scenarios, Law and Policy, and Knowledge Mobilization (national).

Mainstreaming biodiversity for well-being: Contributions from Science

Scenarios for investigating the future of Canada’s oceans and marine fisheries under environmental and socioeconomic change.

There is a critical need to develop effective strategies for the long-term sustainability of Canada’s oceans. However, this is challenged by uncertainty over future impacts of global environmental and socioeconomic change on marine ecosystems, and how coastal communities will respond to these changes. Scenario analysis can address this uncertainty by exploring alternative futures for Canadian oceans under different pathways of climate change, economic development, social and policy changes. However, there has, to date, been no scenario analysis of Canada’s future ocean sustainability at a national scale. To facilitate this process, we review whether the literature on existing scenarios of Canada’s fisheries and marine ecosystems provides an integrative, social-ecological perspective about potential future conditions. Overall, there is sufficient national-level oceanographic data and application of ecosystem, biophysical, and socioeconomic models to generate projections of future ocean and socioeconomic trends in Canada. However, we find that the majority of marine-related scenario analyses in Canada focus on climate scenarios and the associated oceanographic and ecological changes. There is a gap in the incorporation of social, economic, and governance drivers in scenarios, as well as a lack of scenarios which consider the economic and social impact of future change. Moreover, available marine scenario studies mostly do not cover all three Canadian oceans simultaneously. To address these gaps, we propose to develop national-level scenarios using a matrix framework following the concept of Shared Socioeconomic Pathways, which would allow a social-ecological examination of Canada’s oceans in terms of the state of future uncertainties.

Place-based or sector-based adaptation? A case study of municipal and fishery policy integration.

Place-based adaptation planning is an approach to address cross-sectoral and multi-level governance concerns as well as to build local adaptive capacity in vulnerable resource-dependent communities facing the adverse impacts of climate change. In contrast, sector-based adaptation planning focuses on addressing climate change impacts on individual economic sectors (e.g. fisheries or forestry) or sub-sectors (such as lobsters or timber). Yet, linking sectoral approaches with local adaptation policies is challenging. More effort is needed to identify opportunities for complementary adaptation strategies and policy integration to foster multiple benefits. In this article, we use a case study of fishery sector resources and municipal adaptation planning in Nova Scotia to demonstrate how meaningful entry points could catalyse policy integration and lead to co-benefits across multiple levels and stakeholder groups. Drawing on a fisheries systems and fish chain framework, we identify and assess several entry points for policy integration across sector- and place-based adaptation domains within coastal habitats, as well as harvesting, processing, and marketing sectors. The analysis highlights the multiple benefits of integrating local municipal adaptation plans with multi-scale resource sectors especially towards monitoring ecosystem changes, protecting essential infrastructure, and securing local livelihoods.
