Catching Ripples in the Water Workshop Summary

The goal of the ‘Catching Ripples’ workshop was to further develop our understanding of regime shifts and other forms of rapid change at the land-sea interface. Workshop participants explored how linking social theory with ecological theory may help to address the challenge of rapid change, and to consider the emergent concept of linked ‘Social-Ecological Regime Shifts’ (SERS). The workshop was thus designed to draw on the insights of an interdisciplinary group of applied scholars and practitioners engaged in assessing or navigating the biophysical, social and policy dimensions of regime shifts and rapid change in coastal watersheds.

Social and ecological effectiveness of large marine protected areas.

Large marine protected areas are increasingly being established to meet global conservation targets and promote sustainable use of resources. Although the factors affecting the performance of small-scale marine protected areas are relatively well studied, there is no such body of knowledge for large marine protected areas. We conducted a global meta-analysis to systematically investigate social, ecological, and governance characteristics of successful large marine protected areas with respect to several social and ecological outcomes. We included all large (>10,000 km2), implemented (>5 years of active management) marine protected areas that had sufficient data for analysis, for a total of twelve cases. We used the Social-Ecological Systems Meta-Analysis Database, and a consistent protocol for using secondary data and key informant interviews, to code proxies for fisheries, ecosystem health, and the wellbeing of user groups (mainly fishers). We tested four sets of hypotheses derived from the literature on small-scale marine protected areas and common-pool resources: (i) the attributes of species and ecosystems to be managed in the marine protected area, (ii) adherence to principles for designing small-scale marine protected areas, (iii) adherence to the design principles for common-pool resource management, and (iv) stakeholder participation. We found varying levels of support for these hypotheses. Improved fisheries were associated with older marine protected areas, and higher levels of enforcement. Declining fisheries were associated with several ecological and economic factors, including low productivity, high mobility, and high market value. High levels of participation were correlated with improvements in wellbeing and ecosystem health trends. Overall, this study constitutes an important first step in identifying factors affecting social wellbeing and ecological performance of large marine protected areas.

Transboundary fisheries management in the Amazon: assessing current policies for the management of the ornamental silver arawana (Osteoglossum bicirrhosum).

The management and governance of shared stocks have long been identified as a challenge to achieve long-term sustainability in fisheries. This is the situation of fisheries in the Amazon basin, a region shared by nine countries. This paper provides an overview of the social-ecological outcomes and management implications of sharing fish stocks among countries with different public policies, taking the valuable Amazonian ornamental silver arawana (Osteoglossum bicirrhosum) trade as a case study. Specifically, it (i) presents and discusses the policies of Colombia, Peru and Brazil for the silver arawana fishery, and how these are conducive for the successful management of this shared transboundary fishery; and (ii) analyzes the market for the ornamental silver arawana and how it affects the ability to sustainably manage the fishery. The interplay between the multiple environmental, economic and social dimensions involved in the ornamental silver arawana fishery affects the sustainability of this species even in Brazil, where this fishing is forbidden but still illegally caught by Colombians and Peruvians. Among the factors that make fisheries policies inefficient in this region are: (i) incongruent policies between the countries and institutions with low organizational capacity to accomplish the established policies; (ii) environmental heterogeneity of Amazonian aquatic systems, which requires local and adaptive measures; and (iii) complex socio-economic relationships in the live-fish trade business. Legally binding efforts to reduce problems derived from shared fish stocks are an urgent need and should be addressed by the multilateral organizations created for the Amazonian sustainable development.

What is at stake? Status and threats to South China Sea marine fisheries.

Governance of South China Sea (SCS) fisheries remains weak despite acknowledgement of their widespread overexploitation for the past few decades. This review incorporates unreported fish catches to provide an improved baseline of the current status and societal contribution of SCS marine fisheries, so that the socio-economic and ecological consequences of continued fisheries unsustainability may be understood. Potential fisheries contribution to food and livelihoods include 11-17 million t in fisheries catch and USD 12-22 × 109in fisheries landed value annually in the 2000s, and close to 3 million jobs. However, overfishing has resulted in biodiversity and habitat loss, and altered ecosystem trophic structures to a ‘fished down’ state. The present situation reiterates the urgency for fisheries policies that simultaneously address multiple political, social, economic, and biological dimensions at regional, national, and local scales. Importantly, improved cooperation between SCS nations, particularly in overcoming territorial disputes, is essential for effective regional fisheries governance.

OceanCanada Conference in Vancouver May 24 - 27

The second OceanCanada Partnership conference was held in Vancouver from May 24-27 on the beautiful grounds of the University of British Columbia. The conference brought together more than 60 researchers, students and post-doctoral fellows, advisory board members, community and institutional partners to take stock of our activities and work towards an integrated research agenda. Through a series of panels and group discussions, round tables and workshops, the conference delegates identified the emerging threats, challenges, and opportunities facing Canada’s oceans and coastal communities, and began the difficult task of synthesizing research priorities.

Governance across the land-sea interface: a systematic review.

Governance across the land-sea interface is an emerging challenge. The propensity for, and intensity of social-ecological interactions across this interface (e.g., eutrophication, sedimentation) are being exacerbated by cross-system threats (e.g., climate change). We draw on a systematic review of 151 peer-reviewed papers on governance and land-sea connections to (1) outline the current state of the literature, (2) examine the predominance of different approaches to address land-sea interactions, (3) characterize how governance is conceptualized within these approaches, (4) investigate governance challenges, and (5) provide insights into effective governance. The review finds that the number of relevant papers published per year has generally been increasing, and most of these papers are found in interdisciplinary journals. Ecosystem-based management is the most predominant approach found in the literature as a means to address land-sea interactions. Papers referring to ecosystem-based management are more likely than those referring to alternative management approaches (e.g., integrated management) to highlight science-policy integration and the need to account for interactions between ecosystem components as elements of effective governance. The main governance challenges include determining boundaries, addressing cross-scale effects, and accessing knowledge. However, few empirical studies of governance across the land-sea interface have been completed. A richer conceptual framework of governance is required to improve our ability to navigate the rapid social and environmental change occurring across the land-sea interface.

The relationship of social capital and fishers’ participation in multi-level governance arrangements.

The need for effective multi-level governance arrangements is becoming increasingly urgent because of complex functional interdependencies between biophysical and socioeconomic systems. We argue that social capital plays an important role in such systems. To explore the relationship between social capital and participation in resource governance arenas, we analyzed various small-scale fisheries governance regimes from the Gulf of California, Mexico. The components of social capital that we measured include levels of fishers’ structural ties to relevant groups and levels of trust in different entities (i.e. cognitive component). We collected data using surveys and interviews with residents of small-scale fishing communities adjacent to marine protected areas. We analyzed the data using a logistic regression model and narrative analysis. The results of our quantitative analysis highlight the multidimensional nature of social capital and reveals complex relationships between different types of social capital and fisher participation in monitoring, rulemaking and MPA design. Furthermore our qualitative analysis suggests that participation in fisheries conservation and management is not fully potentialized due to the social and historical context of participatory spaces in Mexico.

News Brief: Canada-US Bilateral Agreement on Arctic Conservation

On March 10, 2016 Canada and the US released a major bilateral announcement on the Arctic to coincide with Prime Minister Trudeau’s visit to Washington. The announcement includes an initiative to re-examine new conservation goals for the Arctic and a commitment to engage all Arctic nations in the development of a pan-Arctic marine protection area network. Boom or bust: the future of fish in the South China Sea.

Asia’s oceans are home to some of the richest and most diverse fisheries in the world and the South China Sea (SCS) is no exception. Its fish resources are crucial for food security, supporting coastal livelihoods and export trade, yet they are threatened by pollution, coastal habitat modification and excessive and destructive fishing practices. In 2015 the University of British Columbia Fisheries Economic Research Unit and Changing Ocean Research Unit undertook to outline the threats to the SCS and determine what its marine ecosystems, fisheries and seafood supply may look like in the next 30 years under different climate change and management scenarios.
