Aquaculture law and policy: global, regional and national perspectives.

With aquaculture operations fast expanding around the world, the adequacy of aquaculture-related laws and policies has become a hot topic. This much-needed book provides a comprehensive guide to the complex regulatory seascape. Split into three distinct parts, the expert contributors first review the international legal dimensions, including chapters on the law of the sea, trade, and access and benefit sharing for aquatic genetic resources. Part Two discusses how the EU and regional bodies, such as the North Atlantic Salmon Conservation Organization (NASCO), have addressed aquaculture development and management whilst the final part contains twelve national case studies exploring how leading aquaculture producing countries have been putting sustainability principles into practice. These case studies focus on implementation approaches and challenges, in particular emphasizing ongoing national struggles in attaining effective aquaculture zoning and marine spatial planning. Students and scholars of environmental law and politics will find this contemporary volume an invaluable addition to the limited academic literature critiquing aquaculture law and policy. Policy makers, international bodies and NGOs will also find its insights particularly informative when ensuring sustainable aquaculture regulation and development.

What is at stake? Status and threats to South China Sea marine fisheries.

Governance of South China Sea (SCS) fisheries remains weak despite acknowledgement of their widespread overexploitation for the past few decades. This review incorporates unreported fish catches to provide an improved baseline of the current status and societal contribution of SCS marine fisheries, so that the socio-economic and ecological consequences of continued fisheries unsustainability may be understood. Potential fisheries contribution to food and livelihoods include 11-17 million t in fisheries catch and USD 12-22 × 109in fisheries landed value annually in the 2000s, and close to 3 million jobs. However, overfishing has resulted in biodiversity and habitat loss, and altered ecosystem trophic structures to a ‘fished down’ state. The present situation reiterates the urgency for fisheries policies that simultaneously address multiple political, social, economic, and biological dimensions at regional, national, and local scales. Importantly, improved cooperation between SCS nations, particularly in overcoming territorial disputes, is essential for effective regional fisheries governance.

Estimating the ecological, economic and social impacts of ocean acidification and warming on UK fisheries.

Assessments of the combined ecological impacts of ocean acidification and warming (OAW) and their social and economic consequences can help develop adaptive and responsive management strategies in the most sensitive regions. Here, available observational and experimental data, theoretical, and modelling approaches are combined to project and quantify potential effects of OAW on the future fisheries catches and resulting revenues and employment in the UK under different CO2 emission scenarios. Across all scenarios, based on the limited available experimental results considered, the bivalve species investigated were more affected by OAW than the fish species considered, compared with ocean warming alone. Projected standing stock biomasses decrease between 10 and 60%. These impacts translate into an overall fish and shellfish catch decrease of between 10 and 30% by 2020 across all areas except for the Scotland >10 m fleet. This latter fleet shows average positive impacts until 2050, declining afterwards. The main driver of the projected decreases is temperature rise (0.5–3.3 °C), which exacerbate the impact of decreases in primary production (10–30%) in UK fishing waters. The inclusion of the effect of ocean acidification on the carbon uptake of primary producers had very little impact on the projections of potential fish and shellfish catches (<1%). The <10 m fleet is likely to be the most impacted by-catch decreases in the short term (2020–50), whereas the effects will be experienced more strongly by the >10 m fleet by the end of the century in all countries. Overall, losses in revenue are estimated to range between 1 and 21% in the short term (2020–50) with England and Scotland being the most negatively impacted in absolute terms, and Wales and North Ireland in relative terms. Losses in total employment (fisheries and associated industries) may reach approximately 3–20% during 2020–50 with the >10 m fleet and associated industries bearing the majority of the losses.

Participation and resistance: alternative seafood marketing in a neoliberal era.

This paper suggests that detrimental effects of certain neoliberal fisheries policies are key drivers behind the development of alternative seafood marketing programs in North America. It examines the structures, market and non-market values, and challenges of these programs. The primary aim of the research, based on interviews involving 20 programs and a conference workshop, was to advance understanding of the market value of alternative seafood marketing to fishers and communities. However, the importance of a broader set of non-market values was repeatedly highlighted by those engaged in these programs. Overall, the research suggests that alternative seafood marketing can enable fishers to participate in fisheries managed by neoliberal, market-based policies, through the promotion of market values along their diverse value chains. At the same time, alternative seafood marketing appears to resist market-based fishing systems, sometimes through the promotion of broader, non-market outcomes. Common challenges along these alternative seafood value chains highlight the structural conflicts that exist while simultaneously participating in and resisting neoliberal fisheries structures.

Projected change in global fisheries revenues under climate change.

Previous studies highlight the winners and losers in fisheries under climate change based on shifts in biomass, species composition and potential catches. Understanding how climate change is likely to alter the fisheries revenues of maritime countries is a crucial next step towards the development of effective socio-economic policy and food sustainability strategies to mitigate and adapt to climate change. Particularly, fish prices and cross-oceans connections through distant water fishing operations may largely modify the projected climate change impacts on fisheries revenues. However, these factors have not formally been considered in global studies. Here, using climate-living marine resources simulation models, we show that global fisheries revenues could drop by 35% more than the projected decrease in catches by the 2050 s under high CO2 emission scenarios. Regionally, the projected increases in fish catch in high latitudes may not translate into increases in revenues because of the increasing dominance of low value fish, and the decrease in catches by these countries’ vessels operating in more severely impacted distant waters. Also, we find that developing countries with high fisheries dependency are negatively impacted. Our results suggest the need to conduct full-fledged economic analyses of the potential economic effects of climate change on global marine fisheries.

Transform high seas management to build climate resilience in marine seafood supply

Climate change is projected to redistribute fisheries resources, resulting in tropical regions suffering decreases in seafood production. While sustainably managing marine ecosystems contributes to building climate resilience, these solutions require transformation of ocean governance. Recent studies and international initiatives suggest that conserving high seas biodiversity and fish stocks will have ecological and economic benefits; however, implications for seafood security under climate change have not been examined. Here, we apply global-scale mechanistic species distribution models to 30 major straddling fish stocks to show that transforming high seas fisheries governance could increase resilience to climate change impacts. By closing the high seas to fishing or cooperatively managing its fisheries, we project that catches in exclusive economic zones (EEZs) would likely increase by around 10% by 2050 relative to 2000 under climate change (representative concentration pathway 4.5 and 8.5), compensating for the expected losses (around −6%) from ‘business-as-usual’. Specifically, high seas closure increases the resilience of fish stocks, as indicated by a mean species abundance index, by 30% in EEZs. We suggest that improving high seas fisheries governance would increase the resilience of coastal countries to climate change.

Building towards the marine conservation end-game: consolidating the role of MPAs in a future ocean.

  • Progress on spatial conservation efforts in marine environments is often summarized with the simplistic metric of extent. However, targets require a more nuanced view, where ecological effectiveness, biodiversity, representation, connectivity and ecosystem services must all be recognized. Furthermore, these targets must be achieved through equitable processes and produce equitable outcomes.
  • This paper calls for a clearer definition of what is to be ‘counted’ in assessing progress in marine conservation, through the use of both traditionally defined marine protected areas and a limited subset of other equivalent areas. It calls for future effort to draw a clear distinction between non-extractive areas such as no-take marine reserves, and the more numerous extractive areas. To be considered protected, sites must be ecologically effective, and be equitably managed to support all stakeholders.
  • Spatial extent of coverage is only one constituent part of conservation effort, however, and much greater effort is needed to ensure that sites are selected to achieve optimum conservation outcomes for biodiversity and for ecosystem services. The paper reviews some of the existing views and approaches to defining and delimiting marine protection priorities.
  • It recommends that with a clearer set of metrics for defining protection, and for assessing progress and setting future targets, marine conservation will be better placed to achieve lasting outcomes, including halting biodiversity loss and securing or enhancing ecosystem service provision. Protected spaces will continue to play a major role in future oceans, but they also need to be configured within a wider spatial framework.
